ANNUAL REPORT FOR THE YEAR 2007-08
GENERAL
The State remained peaceful
during the period under review the credit of which goes to the tireless
efforts of Officers and Men of Sikkim Police
The Panchayat
Elections were held during October 2007. The elections were held peacefully
with out reports of any major incidents.
Under the Green Mission tree
saplings were planted at various places in the State by officers and men of
Sikkim Police
Mangan Police Station building
was inaugurated by the Hon’ble Chief Minister on 10th February
2008.
HEADQUARTERS
APPOINTMENTS
Three numbers of next of kin
of police personnel dying in harness were appointed, as Constables in the
scale of Rs.3200-80-4800.
GRIEVANCES REDRESSAL SCHEME.
With the implementation of the
Grievances Redressal Scheme in Sikkim Police Vide O.O. No:37/DGP/SKM
dt:31.08.2005, SI/ASI of every Police Stations has been designated as Police
Station Welfare Officer. The Additional Superintendent of Police of
respective district Headquarter has been designated as District Level
Welfare Officer. Likewise, an officer in the rank of DY.S.P has been
designated as Staff Officer (Welfare) to the DGP. All grievances received at
the Police Headquarters are being looked into by the Staff Officer (Welfare)
to the DGP for direct interventions and speedy disposal of the cases by the
DGP.
46 (Fortysix) nos. of transfer
are affected through the Grievances Redressal
Scheme till date. There are still ever emerging grievances from the various
ranks of Police personnel being put up to the Police Headquarters, which are
under examination and disposal.

RESERVE LINES
-
Promotions: Total 08 Police Personnel of Band section from the rank
of Constable have been promoted to the rank of Head Constables.
-
Trainings:- -4 Police personnel are undergoing Young Bandmen course
and potential Band Masters course respectively in Gurgaon, Haryana. A
total of 60 Men and Women Constables attended Firing Refresher Course at
SAP Pangthang Firing Range. Total of 37 Police personnel of Reserve Lines
are attending the basic computer familiarization class at IT department,
Annexure Building, Gangtok.

Recruitment:- Total of 24 Police constables of both genders have
been recruited as Band constables and had completed their basic training
at PTC Ranipool.
-
Fencing and Beautification of PHQ Building:- Reserve Lines has
undertaken constructions of Security fencing of PHQ Building and also
taken the steps to beautify the PHQ Building by painting the entire
building making it to be an attractive building in the town.

SPPCCS Ltd. - In the context of welfare activities of Police
fraternity, one Police Family Consumer Cooperative shop building has been
constructed in the vicinity of the PHQ building which is expected to open
shortly for the Police Family members form where all the consumer items
can be purchased in a subsidized price.

Yoga Classes:- In order to reduce the growing stress level amongst
the Police personnel a 15 days basic course on yoga is being conducted on
the guidelines of the government of Sikkim which is attended by all the
officers and men of Reserve Lines. The yoga class is being continued as of
now.

Plantation:- Plantation drive was conducted by the Reserve Lines
during which a total of 1250 different species of plants were planted
around the Police Family Quarters at 6th Mile, Tadong on 11th
July 2007 into a plot of land measuring approximately 2 hectres

TRAININGS
1. ASI Raman Das Chettri and ASI Gopal Prasad Chettri underwent
training course on Grade-I wireless operator w.e.f. 15/01/07 to 13/07/07 at

3. L/Nk Saraswati Chandra Limbu, Naik Ujjwal Gurung and Naik Bikash
Bhujel are undergoing Police Wireless Basic Cipher course at CPRTI
Ramprastha, Ghaziabad w.e.f. 04/02/08 to 11/04/08.
4. SI Santosh Ruchal has been nominated to undergo ‘POLNET
MAINTENANCE‘ course w.e.f March 2008 for six weeks at CPRTI New Delhi under
Directorate of Coordination, Police Wireless.

Koirala, Naik Dilip Rana as ASI on 05/04/07.
2. SI M.K. Chettri promoted as Inspector on 09/01/08.
3. ASI Mohan Kr. Rai, ASI Dilip Rai and Naik Charan Prasad Sharma,
Naik Ugen Tsh. Bhutia promoted as SI and ASI respectively on 09/01/08.
VACANCY:
File already under process to fill up eleven posts of Naiks.
GENERAL:
All the communication network functioned smoothly throughout the
State. There were no major disruptions of communication during the period.
Communication network of 172 static and 346 mobile wireless alongwith 5
polnet stations functioned satisfactorily. In fact Police Communication
network was at the best during Panchayat Election in October 2007.
PLANNING, MODERNISATION & CSS
1. Monitoring of the following on going projects under MPF Schemes:

2. Procurement of items/equipments under the Annual Plan 2007-2008
is in progress.
3. Preparation of Annual Plan for 2008-2009 amounting in aggregate
of Rs. 208.99 (in lacs). Preparation and submission of the same to the
Government.
4. Construction work of Model Police Station at Mangan has been
completed and handed over the building to Police Department by the Buildings
& Housing Department.

SIKKIM ARMED
POLICE
1. The Sikkim Armed Police Battalion under the
aegis of Health Care, Human Services and Family Welfare Department organized
a Multi-Specialty Health Camp at SAP Camp Pangthang for the SAP personnel
and their families. Specialists in Medicine/Surgery/gynae/Paediatric/Ortho/Eye/ENT
attened the camp. Police personnel and their families from the Police
Headquarters and other units were also present to avail this opportunity to
have their medical check up.
2. During the year, the Sikkim Police Football
team has earned reputation of being a formidable team in the state as well
as across the country.
3. A Green House measuring 100ft. X 60ft. was
built in the Camp premises at an estimated cost of Rs. 5,00,000/- (Rupees
Five Lakhs) by the Horticulture Department, Government of Sikkim. The Green
House is being used to grow different vegetables. There has been a good
yield of tomatoes and the families have been trained in the nuances of
vegetable cultivation in their backyards.
4. A plantation drive was organized on the
occasion of World Environment Day 2006 and 300 to 400 nos. of saplings of
various species like Rhododendron, Cherry, Champ, etc were planted in the
SAP camp area.
SPECIAL BRANCH
-
Special Branch had undertaken office automation and computerization of the
entire unit at headquarter level and the other field unit level.
- In
this endeavor fax machines were installed in all the field units namely
Rhenock, Singtam, Mangan, Rangpo, Melli, Jorethang, Namchi and Gyalshing.
-
Computer systems were installed at Rangpo and Melli Check Post and the
District Headquarter of Namchi.
-
Similarly in the Special Branch Headquarter apart from automation;
streamline of filing system was undertaken and completed.
- In
the league of computerization of data, the Special Branch Office was
successful in computerizing the Certificate of Identification data
maintained since 1975. All the data is placed in C.D. format with the
office.
-
The data on Tibetan Refugees and Foreigners has also been computerized
through systematic programming. The data on black listed foreigners has
been updated till date in MS Access.
-
The other important projects in pipeline include finalization of the
already drafted Special Branch Manual and further reorganization of the
branch as per the manual.The target for achieving the same is kept for
June 2008.

Thirteen (13) Firemen completed their 6 months fire
fighting training from Silsa, Guwahati Fire Training Centre.
Construction of new Fire Station and purchase of
rescue and disaster management equipments estimated to the cost of Rs. 5
crore has been submitted to the government for approval under North-East
council packages.
Three Fire Hydrants has been constructed at Arithang
and its surrounding area which make the total hydrant 29.
A Z category Minister from West Bengal visited
District Fire Station where the interacted with respective Incharge.
Mock drill was organized at Kanchendzonga Shopping
Complex on 18.12.07 to bring awareness to general public to prepare
themselves towards fire incidents.
Fire precaution and prevention campaign was organized
and observed during fire service week from 14th to 20th
April 2007.
8 Nos of utility vans which will be fitted with AFT
(advance fire fighting) gadget “Cheetah” will be procured.
